B. TAXES

Every candidate has indicated that the federal tax system is too complex and must be simplified. Consistent with the other categories identified in The Research, the largest percentage of voters (25 percent) indicates that they agree with Donald Trump’s tax policy. It is unclear, of course, whether the voters could clearly articulate Trump’s strategy. Ben Carson was in second place at 10% and Jeb Bush’s policies were popular with 7 percent of voters.

Tax policy is one of the areas in which the candidates have identified some of the most comprehensive plans. The policies are reviewed at a high level in this chapter. More information is available in Appendix C.

Most of the candidates agree that tax forms should be simplified to one system for all businesses and one abbreviated form for all individuals. Carly Fiorina suggests no more than a three-page form for individuals and Trump calls for a one-page form for 42 million taxpayers. Carson recommends that individual taxes should take no more than fifteen minutes to prepare. The reforms proposed by numerous candidates require closing loopholes in the current tax code for both individuals and businesses.
